REQUEST FOR PROPOSALS
TIME CAPSULE DESIGN COMPETITION
FOR THE CITY OF LAS VEGAS, NEVADA
DEADLINE FOR PROPOSALS: NOVEMBER 28, 2005 @ 5:00 PM

The Time Capsule Design Project:
The Las Vegas Centennial is seeking proposals from artists, architects and design teams to design and create a public artwork that will not only be a visual enhancement to the time capsule container, but also designate and inform the public about the Time Capsule contents. It is anticipated that the Time Capsule artwork will act as a touchstone to bond the community within the downtown area and act as a catalyst for dialogue about Las Vegas' future.

Location:
The time capsule and artwork is to be located on the circular concrete platform located on the north side of the Historic 5th Street School in the new Centennial Park Plaza (located on 4th St. and Lewis Ave). The Las Vegas Grammar School, or "Fifth Street School" was built in 1936 and is one of the only remaining intact Mission style buildings of its era in Las Vegas. The school was built using federal funds as part of a building program to alleviate a population boom in Las Vegas and to replace the Las Vegas elementary school that burned down in 1934. Constructed before air-conditioning, the building design allowed for airflow, incorporating a center courtyard with fountain. In 1973, Clark County remodeled the building as an annex to the nearby courthouse. Listed on the local and National Register of Historic Places, the Fifth Street School (owned by the City of Las Vegas) is currently being rehabilitated for commercial use. Time Capsule & Contents:
The Las Vegas Time Capsule will be a repository of objects that will tell the story of life in Las Vegas, Nevada in 2005. The contents inside the time capsule, amassed from offerings made by local Las Vegans, will represent a snapshot of life that tells that story. The time capsule will contain a collection of items taken from across the Las Vegas valley with the intention of communicating to future generations something about us that they might not otherwise know or might be forgotten. Gathered from the cities' and county's archives, local schools, local businesses, community organizations, government representatives, and our citizens; items will be carefully selected to represent life in Las Vegas during the Centennial year. Eligibility:
The Time Capsule Project is open to all artists, architects and design teams, 18 years or older residing in Southern Nevada. Members of the selection committee and City employees are not eligible.

Budget:
A $150,000 design and fabrication fee is available for all related expenses of this project including, but not limited to, design fees, materials, fabrication, insurance, subcontractors, engineering, shipping, travel, site preparation, installation, documentation, lighting, model and identification plaques.

Guidelines for the Centennial Time Capsule Design Proposals:

1. Applicants may apply individually or as a team.

2. The design should reflect the history and culture of Las Vegas, Nevada and will not only serve as a visual enhancement to the concrete container, but also designate and inform the public about the Time Capsule contents.

3. The design should compliment the location and be compatible with the architecture and scale of the 5th Street School and Centennial Plaza.

4. The design should allow some part of the concrete time capsule container to be visible The artwork can be attached to the concrete pad and or the concrete container and must be designed to be removable when the container is opened in 100 years.

5. Construction of the artwork must be of materials that are not only durable for 100 years, but also allow for dignified weathering and require low maintenance.

6. Applicant proposals must demonstrate experience in the design and fabrication of outdoor public art (sculpture and/or 3-dimensional design) and the ability to produce the design as described.

7. Finalists will be required to give a presentation of their proposal(s) to the selection committee.

8. If selected, the applicant(s) may need to further develop their design to address technical issues. Final designs must be in compliance with all City codes regarding life safety, accessibility and other structural and maintenance issues.

9. The selected applicant(s) will be required to collaborate with and be available for meetings during the design and implementation process such as the City of Las Vegas Arts Commission, the project advisory committee and other City Department staff.

10. The final design must be reviewed and approved by the City of Las Vegas Arts Commission.

Selection Process:
The appointed selection committee will be comprised of members representing the Mayor's office, the City of Las Vegas Arts Commission, the Centennial Committee, Historic Preservation, the City of Las Vegas Office of Business Development, the American Institute of Architects (AIA) and Las Vegas artists. The City of Las Vegas reserves the right to decline all submissions or cancel this Request for Proposals.

Proposal submission requirements:
Selection will be based on quality and professionalism of submission materials: (1) Letter of Interest, (2) Design concept description, illustrations and budget, (3) Evidence of artistic excellence and experience, (4) Professional resume and references, (5) Self Addressed Stamped Envelope (SASE). If applying as a design team, please submit one proposal package from the lead applicant: with all contact information.

1. Letter of Interest: One page letter of interest from a single applicant or from the lead applicant of a design team. Letter of interest should describe, creative approach, related work experience, brief description of proposed artwork concept(s).

2. Design Concept Description & Illustrations: Up to three design concept illustrations or digital renderings 11" x 14", each mounted on foam core or mat board. Please provide a description with each design including materials, maintenance and estimated budget.

3. Quality and Evidence of Experience: Slides or digital images of completed relevant work accompanied by corresponding numbered list with the following information: applicant(s) name, title of work, dimensions, media, year of completion and brief description. 10 images for a single applicant, 20 images for a design team.

4. Resume: From single applicant or design team participants, including two professional references, with title, company name and contact information.

5. SASE (Self addressed stamped enveloped large enough for return of materials). Materials cannot be returned by mail unless proper mailing materials are provided.

Proposal submissions must be received by mail or hand delivered to the City of Las Vegas Arts Commission office by:
November 28, 2005 @ 5:00 PM.
Submissions after this date and time will not be accepted.
